Is the mud set up in a way that a person will teleport to certain rooms or areas more often than others?
When i teleport to the same room over and over again is it purely concidence or is there something else at work?

Teleport is pretty well undirected except that you can't cross planes and you can't teleport into no-teleport zones. Beyond that, it should be free for all.
Teleporting into the same room repeatedly should be extremely rare unless you're in a really small planar region.
That said, because of the 'birthday' principle and the size of the game, if you teleport to more than a couple hundred rooms you stand very good odds of having seen at least one of them twice. This may be throwing off your perception, because it's far more likely than it seems.
